كان لنا لقاء خاص بالنقيب ياسر الحدي المفاوض عن الأسرى الجنوبيين وأسرى الساحل الغربي للأطلاع منه حول مجريات هذا الإجتماع الذي حدث في مونترو السويسرية بتاريخ 27 سبمتبر 2020 بين الحكومة والحوثيين بشأن الإفراج عن الأسرى من قبل كلا الطرفين ، لا نطيل عليكم بالمقدمة ..

إليكم نص الحوار :

*■ سيادة النقيب ، في البداية نود تهنئتكم بمناسبة توقيعكم هذا الإتفاق في مدينة مونترو السويسرية مع جماعة الحوثي للإفراج عن الأسرى ..كيف كانت مسودة الإتفاق بينكم ، وعلى ماذا نصّت بالتحديد ؟*

أولاً نبارك للأسرى وذويهم على هذه الإنفراجة وهذا التوقيع على تنفيذ الاتفاق ..

مسودة الإتفاق كانت مكونة من جزئين A و B ، الجزء الأول كان يشتمل على الإفراج عن 1100 أسير من جميع الاطراف ، بينما الجزء الثاني B كان يشتمل على الإفراج عن 401 أسير من الطرفين بينهم شقيق الرئيس هادي ..

وهذا الإتفاق كان في العاصمة الإردنية عمّان بشهر فبراير 2020م ، وكان من المفترض تنفيذه عقب مغادرتنا إلى عمّان في وقته ، إلا أنّ هناك ظروف حصلت ومتغيرات أثّرت على الملف بشكل كبير منها جائحة كورونا وعدم إستكمال العدد المتفق عليه بالجزء الأول A ،
ثم أنتقلنا إلى مدينة مونترو السويسرية لإستكمال الأعداد المتفق عليها في العاصمة الأردنية عمّان وخلال لقاءنا وحين بدء مناقشة الملف بشكل عام وجدنا أن هناك ثمّت متغيرات ونقص في القوائم المتفق عليها في عمّان وتم معالجتها في مدينة مونترو السويسرية والتوقيع على تنفيذ الجزء الأول A من إتفاق عمّان ، فيما لازال الجزء الثاني معلّق ولم يتم مناقشته بعد نظراً للشوائك التي واجهها أعضاء ورؤساء الوفدين المشاركين في المشاورات ، وتم التوقيع على خطة التنفيذ للجزء الأول فقط بحضور المبعوث الأممي السيد مارتن جريفت واللجنة الدولية للصليب الأحمر الدولي ، وجرى الإتفاق الموقع عليه بتاريخ 27 سبتمبر 2020م ..

*■ ماهي الأطراف التي أشرت إليها سيادة النقيب في الجزء الأول من هذا الإتفاق ، و هل عملية الإفراج عن الأسرى شملت اللواء الركن محمود الصبيحي ورفاقه ؟*

الأطراف المشار إليها في حديثي هي تحالف دعم الشرعية والحكومة اليمنية كطرف والحوثيين كطرفاً آخر ، أما عن سؤالك عن اللواء الركن محمود الصبيحي ورفاقه ، هناك جولة قادمة سيتم عقدها بعد تنفيذ الجزء الأول A وسيتم فيها مناقشة الجزء الثاني مع توسعة الإتفاق ليشمل أسرى جدد نأمل أن يتم تحرير جميع الأسرى والمحتجزين بدون إستثناء من بينهم اللواء الصبيحي ..

*■ هل جميع الأطراف ملتزمة بالإتفاق ولديها نية صادقة لتنفيذه ؟ وفي حال تنصّل طرف من الأطراف وعدم إلتزامه بالإتفاق بكل بنوده ، هل توجد هناك قوة ترغمه على التنفيذ ؟*

نعم الجميع ملتزمون بحسب التوقيعات الخمسة التي نشرتها اللجنة الدولية للصليب الأحمر الدولي ، وسوف ترى ذلك في الصورة التالية التي سوف أرسلها ، وكذلك بحسب تصريحات الأطراف
وبحسب تصورنا وتقييمنا أن الإتفاق سيتم تنفيذه بحسب القوائم المتفق عليها الموقّعة بحضور أممي ..

*■ الإتفاق كما صرحتم به أنّه عام وشامل لكافة الأسرى الجنوبيين وكذلك أسرى الساحل الغربي ، هل هذا الإتفاق يشمل جميع أسرى الحرب بمعنى العدد الكلي للأسرى بين الطرفين غير الجزء الأول والثاني ، إذا كان نعم ، متى سيتم الحديث عنهم ؟*

لما يكن الحديث عن جزء فمن الطبيعي أنّ الجزء هو جزئية من الشي الكلي ، وسيتم الحديث عنهم في الجولات القادمة إن شاء الله تعالى ..

*■ كيف ستجري عملية الإفراج ، على شكل دفعات أو مرة واحدة ؟ وفي أي زمان وأي مكان بالتحديد ؟*

عملية الإفراج كان مقترحنا أن يتم الإفراج عن الجميع في آن واحد ، ولكن المجال لايسمح لكثرة الأعداد لذلك سيكون التنفيذ في مرحلتين تفصلهما مدة زمنية ٢٤ ساعة بين المرحلة الاولى والمرحلة الثانية ، وعن الزمان والمكان فمن الطبيعي أن يتم نقل الأسرى إلى المكان الذي يتبعها كل جبهه على سبيل مثال : سيتم إيصال أسرى المقاومة الجنوبية والساحل الغربي من مطار صنعاء إلى مطار عدن والعكس ..

*■ جميل جداً .. طيب هل توجد هناك شروط لهذا الإتفاق ، كما هو معروف لكل إتفاق شروط ، ماهي الشروط المنصوصة في الإتفاق التي وقع عليها الجميع ؟*

أعذرني أخي المجال لايسمح بذكر تفاصيل وشروط الإتفاقات لما لها من سلبيات قد تعكس على الملف الإنساني وبالذات أنه من الملفات الشائكة والحساسة ..

*■ طيب من جانب آخر وبصفتكم مفاوض عن الأسرى الجنوبيين ، هل سيتم في المستقبل القريب الحديث حول الإفراج عن أسرى الأحداث الأخيرة التي شهدتها محافظتي أبين وشبوة ؟*

حول سؤالك المتضمّن الإفراج عن الأسرى في الأحداث الأخيرة بين المجلس الإنتقالي والشرعية
فهناك شخصيات بارزة يسعون للإفراج عنهم بواسطة عميد الأسرى المناضل أحمد عمر المرقشي وهذا شأن داخلي وبحسب المصادر أنهم جزء من إتفاق الرياض الذي ترعاة المملكة العربية السعودية ..

We had a special meeting with Captain Yasser Al-Hadi , the negotiator for the southern prisoners and the prisoners of the West Coast , to inform him about the course of this meeting that took place in Montreux , Switzerland , on September 27, 2020, between the government and the Houthis regarding the release of prisoners by both parties

*Here is the text of the interview :*

*■ Mr. Captain , at the bignning , we would like to congratulate you on the occasion of your signing of this agreement in the Swiss city of Montreux with the Houthi group to release the prisoners .. How was the draft of agreement between you , and what exactly did it state ?*

First of all , we congratulate the prisoners and their families on this breakthrough and this signature on the implementation of the agreement .

The draft of agreement consisted of two parts A and B. The first part included the release of 1,100 prisoners from all sides , while the second part B included the release of 401 prisoners from both sides , including President Hadi’s brother .

This agreement was in the Jordanian capital , Amman, in February 2020 AD , and it was supposed to be implemented after our departure Amman on that time , but there are circumstances that occurred and variables that affected the file significantly, including the Corona pandemic ( Covid 19 ) and the failure to complete the agreed number in Part A,
Then we moved to the Swiss city of Montreux to complete the numbers agreed upon in the Jordanian capital , Amman , and during our meeting and when the discussion of the file began in general , we found that there were variables and deficiencies in the lists agreed upon in Amman and were dealt with in the Swiss city of Montreux and the signing of the implementation of part A of the Amman agreement , the second part is still pending and has not been discussed yet due to the concerns that the members and heads of the two delegations involved in the consultations faced. The implementation plan for the first part was signed only in the presence of the UN envoy, Martin Griffith and the International Committee of the International Red Cross, and the agreement signed on September 27, 2020 .

*■ What are the parties which you referred to , Mr. Captain, in the first part of this agreement, and did the release of prisoners included Major General Mahmoud Al-Subaihi and his companions ??*

The parties referred to in my speech are the Coalition to Support Legitimacy , the Yemeni government as one party , and the Houthis as another . As for your question about Major General Mahmoud Al-Subaihi and his companions , there is a coming round that will be held after the implementation of Part A , in which the second part will be discussed with the expansion of the agreement to include new prisoners , we hope that it will be completed. Liberating all prisoners and detainees without exception, including Major General Al-Subaihi.

*■ Are all parties committed to the agreement and have a sincere intention to implement it? In the event that one of the parties renounces and does not abide by the agreement with all of its provisions, is there any force that compels it to implement?*

Yes , everyone is committed according to the five signatures published by the International Committee of the Red Cross, and you will see that in the following picture that I will send, as well as according to the statements of the parties
And according to our perception and assessment that the agreement will be implemented according to the agreed lists signed in the presence of the United Nations.

*■ The agreement as you stated is that it is general and comprehensive for all Southern prisoners as well as the prisoners of the West Coast. Does this agreement include all prisoners of war in the sense of the total number of prisoners between the two parties other than the first and second parts, if yes, when will you talk about them ??*

the discussion is not about a part, it is natural that the part is part of the whole thing, and we will talk about them in the next rounds, God Almighty willing .

*■ How will the release process take place, either in batches or once? When and where exactly ?*

The release process. Our proposal was that everyone be released at the same time, but the field is not allowed for the large number of numbers, so the implementation will be in two phases separated by a period of time 24 hours between the first phase and the second phase, and about the time and place, it is natural that the prisoners are transferred to the place that each front follows

For example: the prisoners of the southern resistance and the western coast will be transported from Sana’a airport to Aden airport and back ..

*■ Very beautiful , well , are there conditions for this agreement , as is known to each agreement , conditions , what are the conditions stipulated in the agreement that everyone signed ??*

Excuse me my brother , the field does not allow mentioning the details and terms of the agreements because of their negative aspects that may reflect on the humanitarian file , especially that it is one of the thorny and sensitive files.

*■ On the other hand , and as a negotiator for the southern prisoners, will there be talk in the near future about releasing the prisoners of the recent events in the governorates of Abyan and Shabwa ?*

About your question, which includes the release of prisoners in the recent events between the transitional council and the legitimacy , there are prominent personalities who are seeking their release through the dean of the fighter prisoners of war, Ahmed Omar Al-Marqashi, and this is an internal matter, and according to the sources, they are part of the Riyadh agreement that sponsors the Kingdom of Saudi Arabia.
